TOR(Terms of Reference): Monitoring and Evaluation(M&E) Officer
Background
Pax Memoria is a non-profit organization that captures and humanises environmental narratives in crisis-affected areas. We focus on reviving the human element in digital memories while promoting participatory knowledge production and situated media literacy methods. We advocate for access to information and countering misinformation. We do so by co-creating a narrative that blends memory and fact-based journalism. Our goal is clear: upholding climate justice while countering misinformation, one story at a time.
Objective
In collaboration with a local partner, Pax Memoria is launching a project focused on Open-Source Intelligence (OSINT) Investigations to document and verify human rights violations in Lebanon. The project aims to enhance digital evidence gathering, legal accountability, and capacity building for the team.
We are seeking a skilled and experienced Monitoring and Evaluation(M&E) Officer to support our initiatives by ensuring effective tracking, assessment, and reporting of our programs’ impact.
Scope of Work:
We require a Monitoring and Evaluation Officer to:
- Develop and implement M&E frameworks: Establish and refine monitoring and evaluation systems to track project performance and impact effectively.
- Collect and analyze data: Design tools for data collection, ensure quality control, and conduct in-depth analysis to measure program outcomes.
- Prepare reports and insights: Generate comprehensive reports and actionable insights to inform decision-making and improve project effectiveness.
- Enhance learning and accountability: Facilitate knowledge sharing within the team to strengthen project strategies and effectiveness.
- Collaborate with our team: Work closely with project leads to ensure alignment with organizational goals and donor requirements.
Required Skills and Qualifications:
- Experience in M&E roles within non-profits, humanitarian organizations, or development projects.
- Experience in designing and implementing M&E frameworks, tools, and methodologies.
- Familiarity with survey tools and mobile data collection platforms (e.g., KoboToolbox, ODK, or Google Forms).
- Experience in writing comprehensive M&E reports for donors, stakeholders, and internal teams.
- Strong knowledge of qualitative and quantitative research methods for data collection and analysis.
- Understanding of ethical considerations in data collection and protection.
- Ability to work independently and collaboratively within a team.
Desired Qualificationsqualifications
- Degree in public policy, business management, international development, or a related field
- Proficiency in languages spoken in the NAWA region is a plus
